Fallout Tactics

Certain games often come with a shadow of negativity from the community. Fans typically expect something similar but larger and more expansive, yet they frequently receive a reimagined title or a game in an entirely different genre. Take DMC, for instance. Many players were put off by the design of the main character, and they felt the gameplay had shifted too much from what they loved. After absorbing all that feedback, I chose to skip it at launch. However, I finally decided to give it a chance last year, and to my surprise, I found it quite enjoyable. This experience made me reflect on my own attitudes toward Fallout Tactics. Perhaps Iāve been influenced by misleading opinions all these years, and I wonder what I might have missed out on because of that. Itās interesting how the perceptions of others can shape our own choices in gaming.

At first, I didnāt notice any red flags; the game closely resembles Fallout and offers a similar gameplay experience. It defaults to turn-based combat, the audio is strikingly similar, and it retains the SPECIAL system. There are new companions and a few tactical options that have been introduced, but the tutorial didn’t cover them in enough detail to fully understand their potential.
What is Fallout Tactics?
Let me begin by stating that this isnāt Fallout and itās hardly a tactics game worth comparing. Donāt be misled by the similar, though enhanced, graphics and the redesigned team mechanics; the interface remains familiar. There are nearly no quests here. They reduce primarily to tasks like “heal” or “locate an NPC,” which can feel quite limiting. The game follows a linear path, offering you the choice of only one mission from two available options, and even that isnāt always guaranteed. There are no dialogues whatsoeverājust briefings. Sometimes, someone may utter a few phrases, but in response, thereās only silence; the main character cannot speak at all. Interestingly, there is a sense of charisma present, which uniquely influences prices, the items available from merchants, the number of recruits you can gather, and the overall attitude towards the protagonist. This adds an unexpected layer to the gameplay experience.
The developers have tried to implement the most intuitive interface, facilitating deep immersion in the gameplay. The mini-map is now located on the left side of the screen for easy navigation, and the tactical buttons are on the right, providing instant access to key functions. Switching between elements has become easier, but the refusal of the context menu on the right mouse button is puzzling – this decision can irritate some players. In this regard, it is strongly recommended to master several hotkeys in order to maintain a comfortable pace of the game. The project combines elements of real-time action with the ability to instantly switch to turn-based mode, giving the player flexibility in the strategic approach. The expenditure of action points is relevant in both formats, which adds depth and requires thoughtful planning. On easy and medium difficulty, it is most effective to alternate between both styles, especially considering the large number of opponents. However, the protracted turn-based battles may not appeal to those who prefer more dynamic gameplay. Additionally, it is worth noting the leisurely actions of artificial intelligence, which significantly reduce the overall pace. At higher difficulty levels, proper use of pauses and understanding of move order become critical.
What lingers from Fallout is the iconic SPECIAL system. Although it has been streamlined, it still functions effectively. The process of fine-tuning your character’s traits, agonizing over how to allocate your points wisely, choosing a specialization that fits your playstyle, and immersing yourself in your preferred style of gameplay continues to be just as captivating and engaging as ever.
Youāll notice some significant changes. The “Speech” skill has vanished entirely, but the new “Pilot” skill has made its debut, adding fresh opportunities for gameplay. Additionally, thereās now a robust option for visual customization, allowing you to truly make your character unique and personal.
Tactics you say
The exercises demonstrate a variety of ambush options, but in real play it is rare to be able to use them effectively. This is primarily due to the fact that the opponents act in small units and, as a rule, occupy stationary positions from where they fire from long distances. Close combat attackers, on the contrary, attack quickly, often running straight into heavy fire. Due to the large number of enemies on the map, battles can drag on even without participating in ambush operations – and with their inclusion, the process becomes even longer. However, you have a chance to reach heights where the accuracy of weapons increases, which opens the way to more effective firefights. You also have the opportunity to change your body position – lying down, sitting or standing, and each of them affects the accuracy of shooting. The lower your pose, the harder it is for enemies to hit you. You have mines in your arsenal, but you will have to use them precisely: enemies most often remain in positions and fire from afar. There are missions where mines are especially useful, but such cases are rare. And yet, shooting at enemies from a car can hardly be considered a full-fledged tactic; it is more a forced measure in a desperate situation than a deliberate strategic move.
Technical condition
Due to persistent frame rate issues, random encounters on the map occur far more frequently than they should, with an adversary appearing almost every inch you move. This situation is particularly frustrating, especially since players were already voicing their concerns about the overwhelming frequency of these battles right from the start. If you haven’t adequately leveled up the “Outdoorsman” skill, you’ll find yourself facing so many unexpected skirmishes before even reaching your missions that it may lead you to reconsider your desire to continue playing.
The AI of your companions leaves much to be desired. You absolutely must position them in a proper formation; otherwise, theyāll end up shooting each other with their machine guns on a regular basis, which becomes quite tiresome. However, these formations can sometimes obstruct movement, making it nearly impossible to completely avoid friendly fire incidents. Additionally, the paths assigned to your characters are poorly designed. They often get stuck in various locations, struggle to pass through doorways, and frequently ignore commands altogether. If your objective is positioned against a wall, it’s common for half the group to stand right in front of it while the other half gets trapped behind, creating a chaotic and dangerous situation during combat that can easily lead to disastrous outcomes.
The mission levels are quite expansive, and while they occasionally provide vehicles, they tend to be slow, lacking any proper roads in sight. Cars frequently get stuck in awkward spots. Itās hard to determine whether driving over a small patch of grass will end in a frustrating jam or not.
This is a common bug that many players encounter. A destroyed robot has completely blocked the only route, making it impossible for anyone to get through. The only solution to this problem is to restart the game and hope for a better outcome.
Is there anything good in the game?
SPECIAL System
Despite some rough edges in the gameplay, the SPECIAL system demonstrates an enviable stability and depth. Players are still offered a wide choice of character development paths, supplemented by a number of fresh and exciting abilities. Innovations in the form of unique perks significantly enrich the gaming experience, introducing interesting tactical elements into the strategy and increasing flexibility in building builds.
The range of available companions is impressive in its diversity. On your way, you will meet characters of different professions – from doctors and engineers to masters of stealth and reconnaissance – each of whom has special skills that can influence the course of adventures. These allies not only provide support in battle, but also take on part of the burden, which makes resource management much more convenient. A squad of five people allows you to collect a huge number of trophies – from powerful weapons from defeated enemies to the rich contents of chests and cabinets. However, with low-grade items, things are not so rosy: their value is negligible, and when trying to sell in bulk, the price can fall even more. This complicates inventory and requires the player to be careful when choosing what to keep and what to discard.
You have a lot of fighters ready to stand under your banner, but you can only choose five. This limitation gives the choice tactical depth and forces you to carefully consider the composition of your team. A nice bonus is the ability to play alone. This approach increases the difficulty, but the reward for it is higher, especially for those who rely solely on personal skills.
The game is strewn with Easter eggs, finding which is a separate pleasure. Some of them raise the mood, others cause bewilderment and make you think: “What the hell was that?” During the journey, you will also meet various merchants – they offer rare artifacts and valuable goods, as well as books that will help improve your characteristics and combat skills.
The trading system is diverse: both within the Brotherhood and outside it, different currencies are used. Getting limits in the wasteland is not an easy task and takes time. The most profitable deals are available within the Brotherhood. Yes, you can find supplies and medicine right on the battlefield, but exclusive equipment – weapons and armor – will have to be purchased from vendors. Prices bite, especially if your team does not have an experienced merchant who can lower the price. And sometimes this determines whether you survive at all.
It feels quite strange that the protagonist, a dedicated member of the organization, successfully completes missions for them but still has to purchase his own weapons and gear. It seems rather unbrotherly, almost as if loyalty is undervalued. Yet, in a post-apocalyptic world, unique rules govern survival and trust. On the positive side, thereās an impressive array of weaponry available, catering to all tastesāfrom creatively crafted spears rigged with dynamite to advanced Gauss rifles. Each weapon boasts varying ranges and rates of fire, allowing players to choose their preferred style of combat. Melee fighters, too, are well catered for with a variety of options.
In this game, I truly grasped the allure of the substances. Youāre immediately prompted to upgrade “Naturalist,” which forces you to engage in awkward skirmishes outside of missions. Thankfully, you wonāt have to deal with negative statuses or time constraints anymore. So, you can freely wander the map until the withdrawal symptoms fade, allowing you to indulge in pills again. Thereās a greater variety of drugs available now, and the perks they provide are even more diverse than before. This means that any weakling can be transformed into a formidable fighter with the right doses.
Regarding vehicles, there are significantly more options here than in Fallout 2; itās not just limited to a single car anymore. You can discover various vehicles during missions where you need to deliver or retrieve items from the battlefield. These levels are specifically crafted with transportation in mind, enhancing the gameplay experience. However, itās unfortunate that the number of vehicle-focused levels remains quite limited, making you wish for more opportunities to utilize them effectively.
In the game, you can use several vehicles at once, which opens up space for strategic maneuvering. It is most effective when a character with high driving stats takes control – this significantly improves controllability and allows for more accurate maneuvers. The key advantages of using transport are high speed of movement on the map and additional protection in combat conditions. Each type of transport has its own level of durability, which can be restored with the help of special repair kits or heroes with repair skills. This makes the equipment indispensable in critical situations. The vehicles themselves are divided into two classes. Light models are characterized by high speed and excellent maneuverability, but have a low level of protection. At the same time, heavy vehicles move slower, but can boast increased stability. When such armored vehicles are equipped with weapons and ammunition, they turn into a powerful fighting force, albeit with limited ammunition. Another notable feature of the equipment is its virtually unlimited capacity – you can transport a large arsenal of items and resources.
The game features an impressive range of vehicles available for control. At the same time, the stationary gun is attached exclusively to the tank, while the armed Hummer is nothing more than a visual glitch, giving the events a share of absurd exotica. In addition to already familiar factions such as raiders, super mutants and ghouls, the game has added fresh, interesting groups: beast masters, cultists who deify cargo, and an entire army of all kinds of robots. The designers demonstrated the highest level, creating unforgettable skirmishes for players: from familiar humanoid models and relentless arachnids to automatic turrets and colossal “behemoths” – tanks that cause not only admiration, but also rage. The annoying “flying” machines are not forgotten either.
Plot
There isn’t a great deal to share about it. The cutscenes are minimal, presenting just two lackluster animations at the very beginning of the game. The main narrative is conveyed through black-and-white illustrations paired with a voiceover. During gameplay, you only encounter briefings, and a few lines from various NPCs. Only one character, General Barnacki, has any significant depth or development. At the end, you might stumble upon terminals containing recordings that add a bit of context. Honestly, it feels like the plot has been replaced or overshadowed by lore. The overall content doesnāt quite reach the level of a masterpiece; itās merely another mission to save humanity. Due to the absence of meaningful dialogue, you wonāt uncover many intriguing details. Additionally, there are no talking headsāonly text presented on the screen.
The story unfolds as a series of turning images, which can feel somewhat disjointed and lacks the emotional engagement that players often seek in a compelling narrative.
Music and atmosphere
The soundtrack brings immense joy and enhances the gaming experience significantly. Its melancholic and heavy compositions immediately establish the tone for the entire game, wrapping players in a unique atmosphere. The ambient sounds amplify this feeling, creating a haunting backdrop, while the energetic tracks during battles perfectly capture the escalating tension. Unfortunately, “The Generic Battle” plays far too often. Honestly, by the hundredth time, it becomes quite annoying to hear, detracting from the overall immersion. If they had created a few more compositions for those moments, it would have sweetened the experience a bit, allowing players to enjoy the intensity without monotony.
Regarding the atmosphere beyond the music, the game quickly conveys that youāre not in a post-apocalyptic world where survivors attempt to rebuild a peaceful existence; this is entirely different. Here, it’s a chaotic war of everyone against everyone, with lawlessness reigning supreme. You are the relentless terminator, slicing through all that stands in your way, embodying the chaos and destruction. The environment reflects this brutal reality, immersing you deeper into the game’s narrative and enhancing the sense of urgency and survival. Thereās no real evidence of nuclear devastation here either. Abandoned radioactive towns or military bases are few and far between, almost nonexistent. I havenāt even touched any anti-radiation meds; radiation is present, but itās hardly noticeable, and thankfully, my armor effectively protects me from it. Thereās an abundance of gear readily available, and they hand you a Hummer right off the bat, while all the enemies are equipped with heavy and energy weapons, making encounters intense. The sheer number of people in this region is so overwhelming that you start to question whether youāre truly in a wasteland at all. Is that a good thing or a bad thing? If you view the game as a continuation of the series, then yes, itās a disappointmentāstraying from the well-established lore. However, if you can manage to overlook this aspect, it still functions as a spin-off with its own unique story, which isnāt too bad at all.
Conclusion
Did I really need to heed the criticisms from the haters? The answer is no. Back then, my exposure to video games was quite limited, and reflecting on the titles I had on my discs, Fallout Tactics stood out as significantly better than many others available at the time. Nowadays, Iād likely choose something different to immerse myself in. Its strengths donāt really set it apart from the crowd. The sense of incompleteness, various technical flaws, and lack of depth seriously hinder the overall enjoyment. Only the SPECIAL system manages to redeem it in some way. Over the past 20 years, countless games have been released that are not only similar but also visually and mechanically superior, making it easy to pass on Fallout Tactics without any regrets.
For anyone who is determined to play it regardless of these drawbacks, I can certainly share some helpful tips to enhance your experience:
Tip 1
Almost all secret locations are found in pairs. If you happen to discover one, take your time to explore the surrounding areaāthere’s a good chance that another hidden spot will reveal itself nearby, either immediately or after a short while. Keep your eyes peeled!
Tip 2
One of the biggest challenges is transporting loot away from the battlefield. To tackle this, position your character right at the exit of the level, then load them up with as much gear as possible. Don’t worry about becoming encumbered or immobilized; just focus on exiting the area. Once you’re on the global map, you can move around normally without any issues.
Tip 3
Having two lockpicks in your possession significantly enhances your lockpicking skills. Iām not entirely sure how this mechanic works, but it certainly makes a noticeable difference when dealing with locks. Itās a useful trick to keep in mind!
Tip 4
When you find the overly eager weapons dealer in the Gamma bunker, your financial troubles will evaporate instantly. This merchant is willing to gamble everything he has on the line. With my gambling skill leveled up to 37, I didnāt even have to reload after any failed attemptsāthere simply werenāt any! To further enhance your luck, consider using some luck-boosting potions or items you might find throughout your journey. This can make a significant difference in your outcomes.
Tip 5
Traders in the wasteland stock poison, which is incredibly useful for stealthy assassinations. If you ever need to eliminate a friendly NPC without losing karma, simply grab some poison, sneak up quietly, inject it, and then make a swift exit from the area. After a couple of days, return to find the NPC is dead, and no one will connect you to the crime. This method allows you to keep your reputation intact while achieving your goals.
Tip 6
The recruits you choose not to include in your squad will continue to level up independently, but often in a rather inefficient way. To avoid this situation, itās crucial to integrate the fighters you find interesting into your team. Rather than immediately allocating skill points, hold off until they earn valuable perks that can enhance their abilities. This strategic approach will ultimately result in having much stronger companions, giving you an edge in battles and challenges.
Tip 7
The “Science” skill becomes particularly important only in the last third of the game. It helps improve your accuracy when shooting at robots and is essential for hacking a few terminals. Itās more beneficial to develop this skill using books rather than wasting your skill points on it too early. By doing so, youāll maximize your resources and ensure your character is well-equipped for tougher encounters later on.
Fallout Tactics System Requirements
To play Fallout Tactics, you will need at least 64 MB of RAM and 700 MB of free disk space available on your hard drive. The minimum graphics card that is required for the game is the Radeon IGP 320M, but for a more enjoyable gaming experience, itās recommended to use that same model. Regarding the processor, a Pentium 4 clocked at 1.80 GHz is the absolute minimum requirement. However, if your goal is to enhance your settings and have a smoother overall gameplay experience, itās better to opt for a Pentium 4 at 1.80 GHz or even a more advanced model.
